A recurring mystery from the Series Silo has been surrounding Salvador Quinn and how he is linked to the rebellion that nearly destroyed Silo 18.

His name is seen on top of a copy of a Silo 18’s mysterious Pact, which is basically their constitution, a tool used by the authorities of the Silo to maintain a structured social order.

Who is Salvador Quinn?

Salvador Quinn is a former Head of IT and possibly Mayor of Silo 18 whose actions during his tenure resulted in the peace and stability of the Silo for 140 years albeit at the cost of truth and agency.

He had something put in the water that made the people forget previous rebellions, confiscated books, restricted access to information and servers all in efforts to save the Silo.

Quinn is perhaps one of the most hated men in the Silo’s history because people see him as an oppressive figure whose desperation for power and control led to their loss of rights.

Bernard views him as a hero and the architect of the Silo’s stability, which has seen them enjoy years without rebellion, until now. He thinks that Quinn left a message which might have a clue to help prevent the eminent rebellion and destruction of the Silo.

140 years ago, Salvador Quinn wrote a letter to his wife, and part of it was in codeโ€ฆ

Judge Meadows revealed that she had decoded the letter, but refused to tell Bernardโ€ฆ Bernard then tasked Lucas to reconstruct Juliette Nicholsโ€™ destroyed hard drive which contained the letter and upon its recovery, he then recruited him as his shadow to avail him with the necessary access to tools that can decode the letter.

After some trial and error Lukas deduces the cipher code that uses Salvador Quinn’s copy of The Pact as the key.
